Plenty of systems still take XML as their import format while the data you have came out of a spreadsheet as CSV. Bridging that by hand means wrapping every field in tags and escaping anything that would break the markup, which is slow and easy to get subtly wrong. This converter does it properly: the header row becomes element names, each data row becomes a record element, and characters that are special in XML — ampersands, angle brackets, quotes — are escaped so the output is well-formed. Quoted fields containing commas or line breaks are handled correctly rather than being split at the wrong place. How are XML element names chosen?

They come from the CSV header row. Names that are not valid XML identifiers — those starting with a digit or containing spaces or symbols — are sanitised so the output stays well-formed.
